The fin flash is the national flag with a roundel in light blue with white and dark blue device (reminding one of a UN agency!)

I cannot find any photographic evidence of a concentric circular roundel based on the Namibian flag and show on "Roundels of the World" at http://cocardes.monde.online.fr/v2html/en/pays/namibie.html
